Madeline's chosen to go with a helmet that just a bit more face concealing than the others. It's not wholly out of character for the Inquisitors and she has too much of a 'baby face' in a way to look truly terrifying unless she drops her transformation.

At the gate she silently offers up her identity documents when asked. That doesn't seem to fluster the guard on duty at least!
