Ilphyl is usually outside, but the colder weather means they are bundled up. While they had observed enough animals to pick a form that worked for the weather, changing back to their elf form and getting dry was a production. So swimming was for missions only.

But they still liked watching the ocean, and trying to find ways to get on the water with minimal disruption to the animal life, usually by finding whatever small boats can be borrowed.
