All businesses are under the jurisdiction of the nobility, the crown doesn't involve itself in general industry. All facilities under nobility are technically guarded by private forces, but the nobility train and maintain their own standing combat forces so noble soldiers are the strongest in the Empire, second only to soldiers directly serving the crown.
