Knows that they're inured to discomfort, so long as they are paid well; knows that they burn with resentment that they're being replaced by unskilled slaves who don't know the signs of strain.
It's why he must save who he can now. And for now, this means joining the line, canary cage strapped to his chest, demonstrating that he is one of them.
Convincing the miners unionists that they're being had isn't hard. It's convincing them to have compassion for the slaves - to help them evacuate as well when the time comes - that will be the trick.
