Atom volunteers to go up, being both a smaller target and resistant to shrapnel and the sharp remains of used targets. With his scanners, he can see in the dark and locate desired material easily. But his stature comes with short arms that can only carry so much, and they'll need a lot of material to make enough bombs for both target locations.
Finding the material is one thing. Carrying it back safely under fire in the dark is another.

He starts by looking over the provided blueprints of the factory and flipping through books from the Vault library on chemicals and the armor manufacturing process.
