In the Supplier category, Atom could help with any of the three prompts. Fetching explosives might be slightly less dangerous for him of all people. Prepping the explosives or the communication hijack device are fair game with his basic mechanic/physics knowledge. I'll choose based on where others end up going to help cover more prompts.
Infiltrator-wise, Atom is probably most useful at Bluvink so he can scan the place and make careful calculations to keep the future explosion in check despite the volatile chemicals present.
Also an option: Backing up the mine explosion team by crunching numbers quickly for them based on information such as video, measurements, and maps they send him via the network.
